Emulator 29.1.9 Canary

Emulator 29.1.9 is now available in the Canary and Dev channels. Changes:

Restricted VM heap size calculation. 576 MB is now the maximum allowed.
Vulkan: Fixed memory leak from vkAllocateDescriptorSets.
